Competency Development Division
Introduction
The Competency Development Division (BPK) of the Ministry of Health (MOH) Malaysia is a division under the Management Sector. This division is responsible for the following functions:
- Establishing policies for the implementation of competency and potential assessments and development within the MOH;
- Developing assessment methods to evaluate the competency and potential of MOH personnel;
- Conducting assessments of competency and potential;
- Monitoring the implementation of competency and potential assessments;
- Planning and providing competency and potential assessment and development programs within the MOH;
- Monitoring and auditing the implementation of competency and potential development programs, while taking necessary improvement measures;
- Planning and conducting departmental subject examinations for non-common user service schemes within the MOH; and
- Planning and executing Competency Development Programs for MOH Headquarters (IPKKM), State Health Departments (JKN), and MOH health facilities.

Client Charter
- To publish the Ministry of Health (MOH) Departmental Subject Examination Calendar at least two (2) months prior to the examination date.
- To conduct question-setting sessions at least once a year for the 15 service schemes involved in the Departmental Subject Examinations.
- To release the Ministry of Health (MOH) Departmental Subject Examination results within two (2) months of the examination date.
